Handling unit

Hello Expertise,

In SAP S4hana Public cloud edition while doing delivery to packing the material do not find the handling unit in application, with out handling unit cannot make any packing for material(we do not need WM for this Project),

also need separately handling unit for split packing material box.

Would be appreciate if someone can help me out on this issue.
