process-oriented storage control

Dear reader,

Is there a possibility to use process-oriented storage control in SAP S/4HANA Cloud, public edition?

My customer wants to repack the materials while staging it from the warehouse to the production supply area.

This is functionality in eWM, but I cannot find any customising setting in the public cloud.

Is this my right assumption and if so, what are the alternatives in the SAP S/4HANA Cloud, public edition to fulfill
