Need to trigger recurring charge for 13 period billing cycle but every cycle should end at a year

Hi experts ,

We have a requirement to make recurring charge billing at every 28 days but the 13th period should be 29 or 30 days depending on leap or non leap year .The trigger should be at the end of every cycle , for example for if contract start date is at 1/1/2023 ,the trigger date to activate a recurring charge should on 1/28/2023 ,but the trigger date of 13th period should be on 29th day or 30th day .If trigger is set to every 28th day the next year from the contract start date should be starting again and keeping the trigger date as 1/28/2024

Trigger dates

1/28/2023

2/25/2023

3/25/2023

....

..

10/7/2023

11/4/2023

12/2/2023

12/31/2023

1/28/2024

And so on

Please guide me through how the trigger date can be achieved and if there is any other way to achieve this billing cycle or way to modify the charge parameter with the price plan calculation or so on
