I have the following ROLE to assign, but the system does not let me do it, it is the only ROLE with which I have this type of problem,

Go to the Administration - Roles area, select the role you want to assign, click the Permissions button under the roles list, and you'll see who can assign/modify this role. Add yourself or empty this list, so everyone who has permission to assign roles can manage this role.
