Using hierarchical tasklists

Team
we have tasklists done at different intervals e.g 30, 60,90,180 days and operations from lower package are included in higher package. We want to use Maint event builder and expect that when a work order is created with a tasklist A it should include all operations from other task lists e.g tasklist 180 days say has group 180 and group counter 18 we expect other tasklists to be copied to the work order but is not a happening via iw31 .
