Approved PR change/cancel after new release strategy implementation

I have an approved PR that was approved under old release strategy. A new release strategy was implemented after couple of months. Now i want to cancel one of the items in the PR. I tried using ME54N and ME52N but system is not allowing change/cancel. Kindly help in understanding/resolution of the issue.
