How to add Payment Method on localization tool kit?

Please advise on how to add new payment method on localization tool kit for non-localized country?

1. Go to the Business Configuration work center.
2. Search for the activity Localization Tool Kit.
3. Select the corresponding country and open the localization tool kit.
4. Select the Payment Methods tab.
5. Click on the New button to add a new payment method.
6. Fill in the necessary details such as Payment Method, Payment Term, and Payment Method Group.
7. Click on the Save button to save the payment method.

Is there an activity called " Localization tool kit"?

as far as I know there is none and also there is no option to add new payment method.

Thank you for your reply.

I have checked in SAP ByDesign and SAP Cloud Application Studio but I don't see "Localization tool kit" menu as mentioned. Please advise again.
