convert xml file to flat file for uploading payment status report in Tcode S_EBJ_98000208

Hi Experts

can we convert flat file to xml file to upload in payment status report to get the status in transaction BNK_MONI as bank accepted.

we are getting error as XML or File Error ! error when we trying to upload flat file in S_EBJ_98000208
