DTW for Sales order Error

So I am uploading a DTW for Sales Order

ordr-010-test.txt

ordr-rows-tbl-test.txt

and on my test Database it works fine but when I move it to the actual database I am get

No matching records found (ODBC -2028) No matching records found (ODBC -2028)65171

What could be the issue?
