Flagging a stock for special usage

My business process requires me to keep from time to time, when needed, a portion of the stock (a specific batch or even a certain quantity of a specific batch) for specific usage. For example, to consum it for a dedicated production line or for keeping the goods in order to sell them to a different site.

I would like to find some solution to mark this stock in such a way that does not include a transfer to a different storage location (as this stock usually doesn't move physically), but rather something similar to flagging it like a consignment stock which allows me to move it around the warehouse and consume it, but still is visible for the user as special stock.

Please advise your thoughts and suggestions.
