Phase Approval with customize form error

I have copied standard form DPR_APPROVAL_HIER to ZDPR_APPROVAL_HIER for my own form.

Configuration:

1. PPM->Project Management->Structure->Define phase type assign customize form here

2. PPM->Project Management->Basic Setting->Forms for Printing and for Project Status Reports->Activate Forms per Project Type. Assign customize form for Project type here

3. Implement BAdI: PDF-Based Forms by setting filter value = ZDPR_APPROVAL_HIER

4. Implement Badi: /RPM/EX_PFSFORM_BADI by setting filter value = ZDPR_APPROVAL_HIER

SICF: /SAP/BC/FP and /SAP/BC/FPADS are active

but when i can not approve phase. the system has raised the error: 'You can not begin approval without an approval document'

May anyone help me for this issue? am i miss somting on configuration or Implementation?

Solved by myself

when implement BAdI: PDF-Based Forms. Must specifics on 3 methods follow BADI document:

IF_EX_DPR_PDF_FORM~GET_FORM_NAME
IF_EX_DPR_PDF_FORM~GET_OBJECT_TYPES
IF_EX_DPR_PDF_FORM~GET_REFERENCE_FORM_NAME
