X Steps not generating

Hello All

Our business requirement is to have a new X step for the dispensing of Liquids, Numbers/Each

I was able to simualate x-steps but when i assign it to Master Recipe its not giving me the desired results

I am facing issue on the Valuation Symbols & Scope of Generation

Can anyone help me on this isue how to get the desired result
