Differences in SAP QM WM between S/4HANA 1709 and 2021

Dear SAP experts,

We found differences in SAP QM WM between S/4HANA 1709 and 2021 :

1. S/4HANA 1709 : Inspection type 08 (Stock transfer inspection) active but there is no inspection lot creation automatically in transaction transfer order WM.

2. S/4HANA 2021 : Inspection type 08 (Stock transfer inspection) active but there is inspection lot creation automatically in transaction transfer order WM.

What cause this difference in SAP QM and WM ?

Please help.
