Excluding blank section/filtering recipients in Webi Publications

I have created publication based only on Excel file.

Source report got one tab where I have created some kind of personalised message per contract.
Put section on Contract IC and WEBI report is showing 9 pages (each page for each unique contract ID where v_filtr_date=1).

Source excel cointains 14 rows

We need to send mailing if the [v_filtr_date]=1 so the correct number of emails is 9.

as you can see on attached image filter works fine:

but publications is sending 14 emails. Is there any possibility to restrict it?
Because in such way is sending emails with no data and it's unacceptable.

I believe you have created the Webi report on top of excel to use in the publication.If yes then add the table filter to show only records equal to 1.

thanks for comment - unfortuantely I am getting excel data from external vendor. I tought that filter on report level will be enough.
I am aware that the latest version of SAP BO will allows me to set filters on excel query but we plan upgrade in Q2...

This t publication will be schedule for everyday run so it's has to be calculated on WEBI level as we cant adjust/refresh input excel file (especially during the weekend)

There is another option under the publication->Report feature->Delivery rules->If scheduled contain data

tested it and no success at all. It sounds so easy and feasible but it's not

still no solution for that case. It sounds really stupid but still is not doable...
Check all options as "If scheduled contain data" or "always deliver" and still doesnt work...
