External users cannot access SAP Build Work Zone page

I've created a SAP Work Zone Page that allows external users. However some of them cannot access it. User gets this error message: you have been authenticated as S0023388733; unfortunately you don't have access to SAP Build Work Zone.

Any idea how to fix this issue?
