SAP Migration Approach

Dear Basis Expert,

I am working on an SAP Proposal. The customer is running SAP ECC6.0 on Oracle 12 DB and Oracle Linux 7 OS. They are planning for migration to AWS Cloud. We would like to know what is the best method we can propose (Homogeneous or Heterogenous Migration). Also has SAP stopped oracle license ?
