Dimension Setup for new year issue

For the coming new year, we realized that there is at least one dimension need to be setup,
1. Time dimension for setup member for new year.
And we have to assign the controls to new members of Time dimension.

We would like to know, when can we add member to Time dimension and assign controls?

Do we have to do these two jobs after the consolidation of 2022/12 completely? Or we can do the jobs now?

And , is there any other setup we have to do for the coming new year except the above two jobs?
