Records appear blank when using CSV data source

I am working with a CSV data source. This data changes every month. So for October I had no problems view the data source records in crystal reports. I was able to to see all 5800 records. When I get the data source for November I am unable to see about 3500 records and can see 1500 records. Crystal reports is telling me that it see 5000 records when its done loading the data source. The data source only has two columns for Member# and Member Name. I am not applying any selection expert or formula, I am only showing my fields of Member# and Member Name.

What would cause this issue?
