129 Return-Code when installing SAP GUI

Dear SAP Support,

Using the installer "GUI770_9-70004692.EXE"
When installing SAP GUI, the user reported that "Return-Code" in "C:\Program Files (x86)\SAP\SapSetup\LOGs\NwSapSetup.log" became "129".
I have installed SAP GUI many times here, but "Return-Code" is "0" instead of "129".

- In what cases will the "Return-Code" be "129"?
　In the Help portal, it says to reboot to complete the installation process, but is it a rare case that the "Return-Code" is "129"?

- I think that it was necessary to restart when installing the old SAPGUI, but is it correct to understand that the recent SAPGUI does not need to be restarted when installing?
Or is a reboot required?
