Error in editing the Adobe form

I have made changes in say suppose 'A' adobe form , and the TR in which it is saved is released. The TR is in quality now. but expected output is not seen, So it need to make changes in the same 'A' form again . Now if we go to make changes with new TR , the form is not leting us to edit . please refer the screen shot , . can you please tell how this is solved?
