System templates used in Solution Manager are not supported by FB. This has already been in discussion, but it has been decided not to support these templates, because we didn't want to spoil other applications with FB templates and the FB with other templates.
Therefore we only support the private templates in FB. So in case a customer wants to use harmonized templates in his project(s) he needs to distribute the templates via a different communication channel, e.g. via e-mail, then each project member needs to create its own private template based on this.
