Hi Ronak,

Yes, this is the case within Sales and Distribution module of SAP Software.
A Partner Function is a common term used in the system which describes the people and organization with whom the business is carried out and therefore are involved in any kind of business transaction.
It describes which the rights and responsibilities of each partner in a business transaction.
Example
I can have Business Partner A, B , and C.
Business Partner A could represent an organization.
Within the Sales and Distribution element of the customer role for Business Partner A.
I can define Business Partner A as the Bill to Party
I can define Business Partner A as the Shp to Party
I can define Business Partner C as the Sold to Party.

There is also a great blog on the topic here https://blogs.sap.com/2013/09/03/partner-functions-what-how-and-where
