Error in SDCC service for EWA reporting

Hello.
I’m trying to add two systems to Solman 7.2 SP15 for EWA reporting. I’m successfully done with development system (D12) but can’t do the same with quality system (Q12). After investigation the problem I’m find differences in SDCC services. But I don’t see any error messages not in SolMan not in message system. EWA report just not created.

In D12 (where all work fine) I see task SAP EarlyWatch Alert task to SMA (SolMan) system

In Q12 this task is missing.

Is it the problem?
How I can solve it?
