005 Fixed Bin Strategy

So quick question...

We are using 005 in our A and B level (High Racks), OVS as our overstock in the high racks (c level and above) and 004 for our bulk on the floor. We have multiple same part numbers in our 005 A and B levels. Right now when we have 0 quantity in our 005 fixed bin it sends the replenishment straight to the OVS bin skipping the other 005 bin with have the same part number. How can we fix this so that the if a 005 bin is empty it will go to another 005 bin of the same part? As of right now we have created OVS in our 005 A and B level so that it will pull correctly without skipping them.
