Not able to generate Billable item from Perform rating

Dear Friends,

I am trying to upload one sample consumption data using t.code: FKKBIXCIT_CWB. I am able to create Consumption item. But while performing rating , I am getting the error 'No billable item can be created for consumption item 02 0050569BC2561EDD8FB1064816065E33' . Can you please suggest the solution.

I have done the configurations for BIT and CIT.
