Cost Center is BLOCKED against revenue postings on 21.02.2017

I am getting this below error while reversing one document in FB08.

Cost center RK02/103417 blocked against direct postings on 21.02.2017

How this is possible that I am getting this error while reversing ? Ideally I should get this error while posting any document with reverse reason 05... and the reason is that they maintain new cost against to old cost center is blocked but some of the FI documents are with old cost center.

Can anybody please help me if any ABAP soultion.

whats the cost element category?.please check cost center master data change log. cost indicators are time dependent field. please check it too
