SAP BCM License

Dear Experts,
Kindly help me out with one query :

I am working at a Saudi based client who are planning to implement SAP BCM using SWIFT as middleware.
I want to check if BCM is part of core SAP S4 or a separate licensing is required for the same.

They are currently using S4 1909 version.
