IMG reference Dynamic modification level

Hi experts,

Can someone please explain, what is the basic purpose of IMG (Define Reference Dynamic Modification Level) and how it works in the system??

SAP help says this but its not quite clear (In this step you specify the initial inspection stage for when you are creating a new quality level. The system can either take the initial inspection stage from the dynamic modification rule, or can suggest an inspection stage from one of the reference dynamic modification levels as the initial inspection stage.

If there is no inspection stage in the proposed reference dynamic modification level, the system searches the more general levels. If an inspection stage is not found in this way, the initial inspection stage is taken from the dynamic modification rule.)
