How to view the SAP note, I need to read 1300954 but cannot find. May be this is not the correct place to ask

You can access to any note through the launchpad, once you log in with an S user:

Can i convert my account to S user account ?? or that is only for SAP certified vendors ??
I honestly don't know. I don't think there is a way to get a free S account unfortunately. Some websites will give you a peak at the note but they wont let you read it all.
