Mass activation is failing in sap PaPM with runtime exceptions

Recently we moved configurations for certain value fields to production system and after transport movement, mass activation was unsuccessful.

New steps were created for a value field and those functions stayed inactive after transport movement. We tried doing mass activation but now activation is failing for all functions except modal tables

We are getting error.

Generation of Process Chain for Function=xxxxx failed
Runtime exception details have been logged
An exception with the type /NXI/CX_P1_FW was raised, but was not handled locally or declared in a RAISING clause.

Activation of Function=xxxxx failed

clicking on details it goes to method Generate_process_chain.

**We tried mass activation in stage/quality system and it worked perfectly fine with out any error.

can someone help how to resolve the issue?
