Which background task is responsible for sending DVM data to the SAP portal https://launchpad.support.sap.com/
In https://launchpad.support.sap.com/ data from SAP Solution Manager does not appear in the Data Volume Management (DVM) tile.

First please refer to below extraction from note 2716655 solution 'Option 1' for relevant job names:

Thereafter a job is started to trigger the report RAGS_DVM_CQC_CONTROL to run in your SAP Solution Manager system.
Report RAGS_DVM_CQC_CONTROL subsequently triggers a second job, AGS_DVM_CQC_ANALYSIS, in your managed system. The result can be found in SAP Support Launchpad.

Second, I would recommend to try 'Option 3' in above KBA to see whether manual upload of data works. If manual upload works, issue could be due to S user authorization issue. Please compare the S user maintained in solution manager system transaction AISUSER, and the one you used during manual upload.
