Adding and using a Schedule Condition in PPF

Hello experts,

as far as I understand, a Schedule Condition can be created in the PPF settings (transaction: SPPFCADM). Specifically in the Browser for Schedule Conditions (highlighted button).

However, currently there is no way to assign a created Schedule Condition to an action in the Condition Configuration. Actually, none of the Schedule Conditions that can be selected in the second screenshot are are listed in the Browser for Schedule Conditions (highlighted button in the first screenshot).

Is there an essential option I'm missing, which enables created Schedule conditions to be used for actions?
