Error while searching for service [javax.xml.ws.spi.Provider]

I'm doing a Sap commerce upgrade from 1808 to 2105. We use the WSDL files for one of the service, whenever that service is called I see the error logs as in Error while searching for service [javax.xml.ws.spi.Provider].
