Is it possible to set up a release strategy after the modification of a contract using transaction ME32K? After there's a change that transaction gets blocked, managers get an email for review, then approve to unblock it. What would be the impact in production?

to do a release strategy for a modification only you have to consider the change indicator or the transaction code in your strategy, which means you have to do ABAP coding in the user exit to retrieve this info, to validate it and to translate it into an indicator (CEKKO-USRC1) which can then be understood by the release classification.

To send emails as you want is something that has do be developed by your workflow consultants, as you usually get workitems in SAP if you have a workflow setup.

What would be the impact? Hard to understand this question, if done correctly then it works as expected.

Isn't NetWeaver only for reporting? Is it possible to utilize this platform for workflow validation and then updating original applications?

See here what SAP NetWeaver is:

Not sure what to what your questions relate, it looks a bit like coming out of the blue, I can't imagine they have anything to do with transaction ME32K
