Routing time is not considered for planned order

I am running lead time scheduling.

Scheduling and Capacity requirement is on

Control key PP01 - Scheduling is active

Backward Scheduling

Material production details - 9 days will be taken for completing on lot of 200 qty. (don't consider weekends)

PIR = 01.08.2022 = 1000qty

000 Scheduling margin key

MRP Result - Planned order created on requirement date itself = 01.08.2022

Expectation - Planned order should create on 23.07.2022 - 9 days before requirement.

Is my expectation is correct or wrong. Please explain
