Business rule api for deploy and invoke

we have several questions about the business rule

1. We need to build a custom app to update decision table instead of standard development tool.

We use below two api from API hub to download and update decision table, and it works fine.

The problem is that we need to deploy it manually after the decision table is updated.

Dose it have an automatic way or API for deploying rule service?

2. We want to use the api to invoke rule service. The body requires rule service id. The rule service has a different rule service ID for different subaccount. We dont want to hard code the service ID in workflow project or CAP. Does it have better way to invoke rule service?

I guess you may use the Rule Builder Control in your CAP application
