multiple roles for user

HI experts,

I assigned multiple roles in several user account.

For example user A has 4 individual roles and user B also has 4 exactly same roles.

The problem is user A can execute all the program which enrolled in the menu but user B can not execute the same program. user B only can use the part of the programs now.

i would like to know how this situation can happen because when we test this in test server everything goes very well so we didn't expect this situation.

*I definitely checked the roles users have again and again. However they have exactly same roles.
