You don't assign a work center directly to the material.

You will create a routing for your material, and this routing will have several operations, each one referring to a different work center.

You can assign the control key depends business requirements, like all operation required confirmation, Milestone confirmation required. auto GR or operation with inspections,

Also if you are assigning control key on Work center as default value that will be automatically copied in routing
