S/4HANA Cloud: Import employees app not available.

This incident is for the public cloud system.This is a CBC Test&Demo Landscape, the URL is for the Customizing tenant.

We cannot create additional users/employees as described in this guide:

We cannot access the "Import Employees App" it is not available.
In the SAP_BR_ADMINISTRATOR role, the catalog "Employee-HR Master data" (SAP_HCM_BC_EMP_S4_MDT_PC) is not available in our system. We have no catalog starting with SAP_HCM*
