S/4HANA Cloud: Import employees app not available.

This incident is for the public cloud system.This is a CBC Test&Demo Landscape, the URL is for the Customizing tenant.

We cannot create additional users/employees as described in this guide:

We cannot access the "Import Employees App" it is not available.
In the SAP_BR_ADMINISTRATOR role, the catalog "Employee-HR Master data" (SAP_HCM_BC_EMP_S4_MDT_PC) is not available in our system. We have no catalog starting with SAP_HCM*

1. Refer the prerequisites listed in the document - https://help.sap.com/docs/SAP_S4HANA_CLOUD/b249d650b15e4b3d9fc2077ee921abd0/4b4d8936326e48d4a3ea180e....
2. Create corresponding project in the CBC system and assign deployment target assigned to this system.
3. Perform necessary steps to completing the milestone of the scope and organizational structure phase.
