Weighted average based on a reference measure

Hi,

I need to break-up the Sales data (Planned ) based on quantity (Actual) in the proportion using a data action. User enters a Sales value at Prod.Hier4 level and the value has to split based the weighted average of Actual Quantity to product level . Please let me know,how we can achieve this. Please check the screen shot for better understanding.
