SD Availability Check - Customization for MTO

For MTO Scenario we don't wont to confirm based on Production Order, but still it is confirming the Qty. Any suggestion why it is happening - Currently we are put the Schedule line block but why it is not working without block?atp-checking-rule-for-mto.png

Well real scenario is that we need to wait for Re-usable container to ship the part but due to unavaiblity we dont want System to send any confirmation of Qty, for MRP should be driven by the TOR
