Can I use HANA's ADO.NET SQL API with a HANA runtime license?

Am I allowed to use the ADO.NET API (https://help.sap.com/docs/SAP_HANA_PLATFORM/0eec0d68141541d1b07893a39944924e/469dee9e6d611014af70d4e9a9cd6b0a.html?locale=en-US&version=2.0.02&q=license) to select data from HANA with a HANA runtime license?

Important is that we are speaking only about SELECT on tables with meta information.

We do not want to collect productive data and do not want to create artifacts with the ADO.NET API.
