Is there a way to change Task in Transport Request to Development without using Report RDDIT076 ?

Why do you want to do that? Is it really a problem to create another task?

After releasing all tasks of a transport request, all objects of the tasks are merged into the object list of the transport request, only this list is considered by the system to transport the objects.

You can change it at the SE09 screen , select the task and click on Request/Task type tab at the header and click on change type and select development client.

Actually I need to delete the Transport Request for that it is not allowing me as this task is released.

Release the transport. On the target system, delete the import.
