How to make transactions unavailable in the usermenu FLP

We have deselect the checkbox "gui for HTML" in SE93 for a specific transaction. As a result we would expect that this transaction would not be available in the Usermenu in the FLP. Unfortunately this isn't the case. So how can we prevent it from being available in the Usermenu in the FLP? We cannot remove it directly from the usermenu because some users are still using the Gui for Windows.
