I Need a report in crystal Report with the attached image style. Can Crystal reports support it?

Records have different Scales and Values.

You would have to create a separate chart for each test in order to account for the different scales, but I believe it is possible to get the bars themselves. However, It's not possible to get the arrows above the bars.
