early lot creation ewm

Hello In SAP S4 2021 Release , even all customizing related to the note 2815441 are done, still now after release of process order , early lot creation ( inspection origin 17 , inspection type set up in material master 04) is not triggered . Can somebody has a suggestion please? THX
