Usage of development client for data migration activities

Could we use development customizing client for data migration activities including master and transactional data. But our functional team has raised a concern that if any transactional data is loaded in development customizing client the configurations associated with that data object could no more be changed. We expect there would be some config changes coming up as part of SIT and UAT and functional team would not be able to do these changes later.

Could you confirm us if the risk raised by functional team is valid and if so suggest us a way around to handle above situation?
