repack finish goods to set

Hi, Experts,

Our sales office received finish goods, they will re-pack 2 finish goods to 1 set. and also need manage set stock in system.

when sales office received SO for set, then ship to customer.

we no need calculate repacking labor cost , so we don't want to use prod order, is there any solution for this re-pack process?
