Why do some Helper Key Figures in UNIPA Planning Area have a Base Planning Level, and others not?

All of the following are Helper Key Figures. One can see that some of them have a Base Planning Level (column 3), but others not.

Why is this?

I see no option, when creating a new Helper Key Figure, to choose a Base Planning Level.

Further more, the IBP Model Configuration Guide mentions that Helper Key Figures "do not have a base planning level". Types of Key Figures | SAP Help Portal:

Hello Vincent,

Yes, You are rightly said, Helper key figures have no Planning level, It helps in Complex calculations. The Few helper keys have shown the Planning Level because of additional calculations added and its associated Planning Level reflect. See screenshot. Hope it would help you.

Yes, you are right helper key figures don't have base planning level. For the reason behind that we might need SAP to answer. However, I do recognized that helper key figures with base planning level are special key figures and only related to lag-based snapshot and Driver-based planning.
