IW42 screen BS013 ERROR

In IW42 screen, I signed Final Confirmation and No Remaning Work and then press the tech completion button and save, I get the BS013 error."System status TECO is active (ORD 100000000940)" I check the order status , the statu is Released not TECO. Also I checked operation status , it is also released.
